The Palace Chat v4 won't launch

I have Windows Vista and The Palace Chat v4 won't launch. Firewalls shouldn't be the problem. I have cleared The Palace and turned them off. When I try to load it log says:

Server not found (Bad address?)
Cyborg.txt not found!
Error getting Prop Server information (try relaunching palacechat).
Checking for newer version...
Error checking for update (Unknown connection error)

I have been going at this for the past couple of days and have searched the forum. Don't know what I'm doing wrong. Thank you.

Have you tried re-installing the Palacechat client?
