i just want to know where i can upload a background
for a memberroom @ avatar palace .

If it is for avatar Palace I'm afraid you have to ask at avatar Palace. you can always page a moderator by using the page command, it looks something like this:
'page help I want to ask a question

Maybe they have a website?
