Where Do People Make/Get Those 3D BACKGROUNDS?

I've seen them on a lot of the older palaces, I suppose. And I'm thinking of the 3D Backgrounds that people have used for like ex. Harry Potter Palaces, etc. Is there somewhere I can make them myself?? Or is there a website to get them off of? Helpp please! I've been wondering for this for awhile and have searched everywhere!
