Plugall Message Disable on Signon?

Is there a way to disable this message when people sign on to the server without disabling the plugin?

*** NOTE: Operators may enter closed and passworded member rooms on this server.
I want sort of a cleaner welcome when people sign on, so that they aren't spammed with broadcast local messages.

wizinmemberrooms [yes|no]
"wizinmemberrooms" controls whether wizards may enter closed member
rooms and member rooms with a password. (In the default server, only
gods may enter such rooms.)  Note that a server "feature" may cause the
message, "Sorry, the room is closed." to display for the wizard even
though entry has been permitted.  If wizinmemberrooms is enabled, all
users will receive the message, "NOTE: Wizards may enter closed and
passworded member rooms on this server."
You will have to turn off this setting by editing plugall.txt and changing yes to no. If your server is hosted remotely you may have to download the file through FTP. Then make the changes, save them, then upload and overwrite the file. After the file is changed you may use the command `plugall reload or restart the server to active the setting.

So that only applies to wizards and not to gods / owners, correct?

If so, I'd love to have that disabled anyway. I never did understand quite what that did, even though I've been over the readme a couple of times.

Yes. Even with this plugall setting turned off Gods/Owners will still be able to enter a member room without entering the room password.
