New Server Plugin: LogIn

New Server Plugin: LogIn

LogIn is a palace server plugin that pages users signing on in a room,
so not if the logon is not fully completed,
and not when users signing off.

Also logs users room changes (RegHash, Puid, username, room name and room id).
